Excuse the late comment--I'm new to the blog, having arrived from Dining at Large, the Sun dining blog. When I last visited a friend in Philadelphia, we stumbled upon Effy's and had a wonderful meal. Charming atmosphere (once you walk through the entrance and into the back area) and excellent, honest food. And you gotta love the BYOB factor.
